Cyprus Permanent Residency by Investment: Requirements and Timeline

Cyprus provides an expedited route through which eligible third-country nationals who make a qualifying investment can apply for an Immigration Permit under Regulation 6(2) of the Aliens and Immigration Regulations.

Often referred to as Cyprus permanent residency by investment, the procedure requires applicants to meet specific investment, income and quality criteria. The minimum qualifying investment is currently €300,000, while applicants must also demonstrate sufficient secured annual income and meet requirements relating to their background, health insurance and source of funds.

For international investors considering Cyprus permanent residency investment, understanding these requirements before committing to an investment is important. The type of investment selected can affect the property requirements, acceptable sources of income and supporting documentation needed for the application.

What Is Cyprus Permanent Residency by Investment? 

The Cyprus investor Immigration Permit is an expedited procedure available to qualifying third-country nationals who invest in Cyprus.

The procedure is based on Regulation 6(2) of the Aliens and Immigration Regulations. Applicants must satisfy both the investment criteria and the additional quality criteria established by the Cyprus authorities.

The residence right granted to the holder and adult dependants is of unlimited validity. However, the physical residence permit card has an expiry date of 10 years from the date it is issued and must then be replaced.

This distinction is important. The underlying residence right can be permanent, while the physical card itself requires renewal.


Cyprus Permanent Residency Investment Requirements

The main financial requirement is a qualifying investment of at least €300,000.

The Cyprus Migration Department currently recognises four main investment categories:

Meeting the investment threshold alone is not sufficient. Applicants must also meet the income, documentation and quality criteria applicable to the procedure.


€300,000 Minimum Cyprus Permanent Residency Investment

Applicants must invest at least €300,000 in one of the approved categories.

For applicants purchasing a house or apartment, the property must generally be purchased from a development company as a first sale and have a value of at least €300,000 plus VAT.

Applicants are not limited exclusively to residential property. The procedure also allows qualifying investments in other real estate, the share capital of an eligible Cyprus company and units of qualifying Cyprus collective investment organisations.

The investment therefore needs to be considered in the context of the applicant’s broader financial and business objectives rather than assuming that residential property is the only available route.


What Are the Income Requirements?

In addition to the qualifying investment, the main applicant must demonstrate a secured annual income of at least €50,000

The required amount increases depending on the family members included:

  • Main applicant: minimum €50,000 per year

  • Spouse: additional €15,000 per year

  • Each dependent minor child: additional €10,000 per year

For example, an applicant applying together with a spouse and two dependent minor children would need to demonstrate secured annual income of at least €85,000.

The source of the qualifying income can depend on the investment category.

When the applicant invests in a new house or apartment under the relevant residential property category, the qualifying income should come from abroad. This may include sources such as salaries, pensions, dividends, interest on bank deposits and rental income.

For investments in other real estate, qualifying Cyprus companies or collective investment organisations, all or part of the applicant’s income may also come from activities within Cyprus.

The spouse’s income may also be taken into consideration when calculating the total required income.


Where Must the Investment Funds Come From?

Applicants need to demonstrate the source and transfer of the money used for the qualifying investment.

The investment funds must be proven to have been transferred to Cyprus from abroad. Depending on the circumstances, the authorities may require evidence such as: 

  • Bank transfers

  • Foreign card payment receipts

  • Bank certificates

  • Documentation connecting the transferred funds to the relevant investment

The Cyprus authorities have also clarified that investment funds may be transferred from a company’s bank account where the applicant and/or spouse is the sole shareholder, provided the relevant shareholder is included in the application.

For investors, documenting the movement and source of funds properly is therefore an important part of preparing the application.


Additional Eligibility Requirements 

Financial investment is only one part of the application. Applicants must also satisfy a series of quality criteria.

Clean Criminal Record 

The applicant and spouse must provide clean criminal record certificates from their country of origin and, where different, their country of residence. 

Applicants must not present a threat to public order or public security in Cyprus. 

Health Insurance 

The applicant and dependent family members must hold health insurance covering both inpatient and outpatient medical care, subject to the applicable requirements. 

Employment in Cyprus 

The applicant and spouse must generally confirm that they do not intend to undertake employment in Cyprus.

An exception applies where the applicant is employed as a director of a company in which they have made the qualifying investment under the programme.

Where the investment is not in a company’s share capital, the applicant and/or spouse may also be shareholders in Cyprus companies and receive dividend income. They may additionally hold an unpaid director position in such companies.


Accommodation in Cyprus

Applicants choosing certain investment categories must provide evidence that they have suitable accommodation in Cyprus.

Where the investment property does not provide sufficient accommodation for all dependent family members, the applicant must demonstrate alternative residential arrangements for those individuals. This may be evidenced through ownership documents, a contract of sale and proof of payment, or a valid rental agreement relating to another property that will serve as their residence.


Can Family Members Be Included? 

Yes. The Immigration Permit can cover qualifying family members, although the requirements depend on their age and circumstances.

The main applicant’s spouse and children under 18 can be included as dependent persons.

Unmarried children between 18 and 25 may also qualify through a separate application when they are students in tertiary education abroad at the time the application is submitted and remain financially dependent on the applicant.

An additional secured annual income of €10,000 must generally be demonstrated for each such dependent child.

There are also provisions for adult children who are not financially dependent on the applicant. In these cases, a higher investment is required.

Each non-dependent adult child must also independently satisfy the applicable secured annual income requirements.

Family structure should therefore be considered before making the investment, particularly when adult children may also seek an Immigration Permit.


Cyprus Permanent Residency Investment Application Process

The application should be prepared carefully because the expedited examination period applies to a completed application.

The general process includes:

  1. Determine eligibility

    Review the investment, income and quality criteria before proceeding.

  2. Select a qualifying investment

    Choose between qualifying residential property, other real estate, investment in an eligible Cyprus company or investment in a qualifying collective investment organisation.

  3. Complete the investment and document the funds

    Maintain evidence showing the required investment and the transfer of qualifying funds.

  4. Prepare the supporting documentation

    This can include financial evidence, criminal record certificates, health insurance documentation, property or investment documents and family documentation.

  5. Complete the application

    Applications are made using the relevant Migration Department forms and must be accompanied by the required supporting documents.

  6. Submit the application

    Applications can be submitted personally or through an authorised representative in accordance with the Migration Department’s procedures.

  7. Application examination

    The Migration Department examines whether the applicant satisfies the applicable investment and quality criteria.

  8. Decision

    If the application is approved, the applicant is informed of the procedure for receiving the residence permit.


How Long Does Cyprus Permanent Residency by Investment Take? 

The official estimated examination period for a complete application under the expedited procedure is approximately two months.

This period starts from the date on which the completed application is submitted.

The two-month period should therefore be understood as an estimated examination period rather than a guaranteed completion date for every applicant.

Incomplete documentation can create problems before or during the examination process. The Migration Department states that applications without all required documentation will not be accepted for consideration.

Preparing the investment evidence, income documentation, translations, certifications and other supporting information correctly before submission is consequently important.


What Documents Are Required?

The exact documentation depends on the applicant’s circumstances and chosen investment category.

Typical requirements can include:

  • Completed application forms

  • Valid travel documents

  • Evidence of the qualifying investment

  • Proof of payment

  • Evidence showing that investment funds originated abroad

  • Evidence of secured annual income

  • Clean criminal record certificates

  • Health insurance documentation

  • Marriage and family documentation where applicable

  • Evidence of accommodation where required

  • Company documentation for qualifying corporate investments

  • Investment fund documentation for qualifying collective investments

Documents accompanying the application must be officially translated and duly certified or ratified where required.

Because the documentation changes depending on the investment structure and family members involved, applicants should establish the applicable document checklist before submitting their application.


What Happens After Approval? 

Approval is not the end of the applicant’s obligations.

If the applicant and dependants are living outside Cyprus when the application is approved, they must acquire residence in Cyprus within one year from the approval. Otherwise, the Immigration Permit can cease to be valid.

The permanent residence right can also be lost where the holder and dependants acquire permanent residence abroad or remain absent from Cyprus for a period of two years.

Applicants must also continue to comply with the requirements relating to maintaining the qualifying investment.

Current government guidance requires evidence of maintaining the investment to be provided annually. Clean criminal record certificates for the applicant and adult family members are required every three years under the revised monitoring requirements.

Health insurance must also continue to be maintained where the permit holders are not beneficiaries of Cyprus’s General Healthcare System (GESY).


Does Buying Any €300,000 Property Qualify?

No.This is an important distinction for investors considering property as their route to residency.

When using the house or apartment category, the qualifying property generally needs to be a first sale purchased from a development company and have a value of at least €300,000 plus VAT.

Other types of real estate, such as offices, shops and hotels, are treated under a separate investment category. These investments can include qualifying resale properties.

An applicant should therefore confirm that the specific property and transaction structure satisfy the applicable investment category before proceeding with the purchase.


Is Cyprus Permanent Residency the Same as Citizenship?

No. Permanent residency and citizenship are different legal statuses.

An Immigration Permit gives the qualifying applicant residence rights in Cyprus subject to the applicable conditions. It does not itself make the applicant a Cyprus citizen or automatically provide a Cyprus passport.

Investors should therefore avoid treating permanent residence and citizenship as interchangeable when assessing their options.
